Cornubia
Part of a Whole
Cornubia is a 1300 ha greenfields mixed use and mixed income development, which lies between Phoenix/Ottawa and uMhlanga and falls within the municipality’s Northern Urban Development Corridor (NUDC), as well as in an area identified in the IDP as part of a major economic investment node.
The largest joint development initiative between eTM and THD, the municipality is the owner, developer, funder and implementing agent of the housing component while THD takes the same role in the industrial, commercial and retail sectors.
The planning of Cornubia started as far back as 2005/06, and is viewed as a pilot project who’s institutional, financial and development related learning’s could potentially be rolled out in other similar communities.

Location is Everything
Lying between Phoenix/Ottawa and uMhlanga and bordered by N2 freeway in the east, the M41 arterial in the south, and the Ohlanga River in the north, Cornubia is surrounded by existing, successful developments, which is of major significance for attracting a range of tenants.
To further enhance access, the R900million SANRAL upgrade of the N2/M41 Interchange has provided much needed capacity to the region. Together with this upgrade, there is a link off the R102 with Cornubia Boulevard and an overpass across the N2 into to uMhlanga New Town Centre in place.
The Cornubia Elements
The prime aim of Cornubia is to address the housing backlog and development needs of surrounding communities as part of the governments ‘slum clearance project’. It also presents a significant opportunity to attract new investment to the area by releasing land to meet the significant demand for well-located industrial and commercial opportunities.
Cornubia Residential includes 25 000 new double-storey semi-detached duplexes, with a title deed given for each unit, and free electricity, water and parking provided.
Cornubia Retail Park is located on a 36Ha site adjacent to the M41. Designed as a high-quality retail precinct with supporting activities the first and major investor in the retail park was Investec Property, with their 80 000m2 multi-billion-rand Cornubia Mall.
The most well-developed part of Cornubia is the Cornubia Industrial and Business Estate (CIBE), made up of 70 ha of platform and 480 000m² of bulk for light industrial uses, including warehousing, distribution, service orientated business and offices. It is this industrial estate that is managed by the Cornubia Industrial Management Association (CIBE MA)
